Stations and Empty Systems Refactored

Refactoring updates!  Cleaning up the code prior to implementation of NPC spawning and interactions.  

• Station construction in Empty Systems now converts the system to an Outpost.
• Outpost now shows on the Galaxy Map (With placeholder).
• Cleaned up map generation.
• NPC Generation started.
• Timer added based on movement cost.
